摘要
研究目的:探索一个合理的农民集体与国家之间的土地增值收益量化分配比例。研究方法:采用土地发展权及sharpley值法的合作博弈模型,利用川渝地区三类9个土地项目调研数据进行增值收益分配比例的分析。研究结果:不涉及集体间土地发展权转移的集体—国家增值收益分配率为50∶50并存在10%以内的条件波动;涉及集体间土地发展权转移时,农民集体A、国家、农民集体B的增值收益分配率为45∶30∶25,并各存在5%以内的条件波动。研究结论:(1)集体间土地发展权转移是国土空间优化的趋势,扩大其范围更具效率;(2)构建科学的农村土地要素价格评估机制和信息平台极为紧迫;(3)在现行征地制度下,为了维护失地农民的权益,采取40%—60%土地最优利用途径市场价格作为最终补偿是一个合理方案。
The purpose of this study is to explore a reasonable quantified distribution ratio of land incremental revenue between the state and collectives. Based on the survey data of 9 land projects in Sichuan and Chongqing area, we adopt land development right and Sharpley-value of cooperative game model as main analytical methods. The results are as follows: without TLDRC(Transfer of Land Development Right between different Collectives), the distribution ratio between the state and collective is 50∶50 with 10% conditional variance; with TLDRC, the distribution ratio among the collective A, the state and the collective B is 45∶30∶25 with 5% conditional variance. It's concluded that: 1)the transfer of land development right between different collectives is the trend of land spatial allocation optimization, and it's more efficient to expand its scope; 2)it's extremely urgent to establish a scientific evaluation mechanism and information platform of rural land resource price; 3)taking 40—60% land optimal utilization market price as a ultimate compensation is a reasonable scheme to protect the right and interest of land-loss farmers under the existing land acquisition system.
