摘要
研究目的:探索一个合理的农民集体与国家之间的土地增值收益量化分配比例。研究方法:采用土地发展权及sharpley值法的合作博弈模型,利用川渝地区三类9个土地项目调研数据进行增值收益分配比例的分析。研究结果:不涉及集体间土地发展权转移的集体—国家增值收益分配率为50∶50并存在10%以内的条件波动;涉及集体间土地发展权转移时,农民集体A、国家、农民集体B的增值收益分配率为45∶30∶25,并各存在5%以内的条件波动。研究结论:(1)集体间土地发展权转移是国土空间优化的趋势,扩大其范围更具效率;(2)构建科学的农村土地要素价格评估机制和信息平台极为紧迫;(3)在现行征地制度下,为了维护失地农民的权益,采取40%—60%土地最优利用途径市场价格作为最终补偿是一个合理方案。
The purpose of this study is to explore a reasonable quantified distribution ratio of land incremental revenue between the state and collectives. Based on the survey data of 9 land projects in Sichuan and Chongqing area, we adopt land development right and Sharpley-value of cooperative game model as main analytical methods. The results are as follows： without TLDRC（Transfer of Land Development Right between different Collectives）, the distribution ratio between the state and collective is 50∶50 with 10% conditional variance; with TLDRC, the distribution ratio among the collective A, the state and the collective B is 45∶30∶25 with 5% conditional variance. It＇s concluded that： 1）the transfer of land development right between different collectives is the trend of land spatial allocation optimization, and it＇s more efficient to expand its scope; 2）it＇s extremely urgent to establish a scientific evaluation mechanism and information platform of rural land resource price; 3）taking 40—60% land optimal utilization market price as a ultimate compensation is a reasonable scheme to protect the right and interest of land-loss farmers under the existing land acquisition system.
