摘要
"健康中国"是党的十八届五中全会明确提出的重大发展战略,其本质内涵就是增强全民的体质健康。要增强全民的体质健康,尤其是青少年的体质健康,则离不开学校体育的政策表达。为了进一步推动我国学校体育治理体系和治理能力的现代化,并将"健康中国"融入所有政策,需要对"健康中国"视域下学校体育治理的政策表达进行研究,运用文献资料法、文本分析法等研究方法,对学校体育在"健康中国"视域下的政策表达路径进行了分析,研究认为:1)在政策目标的维度上,需要将学校体育的总体目标丰富化、具体目标操作化以及实施目标绩效化,以形成完善的学校体育政策目标体系;2)在政策工具的维度上,"健康中国"视域下我国学校体育政策工具进一步形塑的路径是,加快促进学校体育政策权威工具法定化、激励工具多元化以及能力工具健全化的构建,这是发挥学校体育在"健康中国"进程中积极作用的关键举措;3)在政策类型的维度上,需要加快构建层次分明、体系完整的学校体育政策类型新体系,以实现我国学校体育政策的法定化和权利实体化的政策类型框架。
＂Healthy China＂is a major development strategy that was formulated by the Fifth Plenum of the 18 th Central Committee of the Communist Party of China,and its essence is to enhance health for all. It is inseparable from the expression of school sports policy to enhance the health for all,especially to enhance the teenagers＇ physical health. It is necessary to study the policy expression of school sports governance if we want to further promote the modernization of China＇s school sports governance system and governance capacities and incorporate ＂Healthy China＂into all policies. This study analyzed the policy expression path of school sports in the perspective of＂Healthy China＂by means of literature and text analysis,and concluded that： 1） In the dimension of policy objectives,the policy expression of school sports should be overall goal enrichment,specific target feasibility and target performance,so as to form a perfect school sports policy target system; 2） in the dimension of policy tool,the path is to speed up the construction of school sports policy authority tools,the diversity of incentive tools and the improvement of capabilities and tools,which is the key measure to play the positive role of school sports in the process of Healthy China; 3） in the dimension of policy type,the path is to accelerate the construction of a new system of clear and systematic school sports policy type,so as to achieve the policy type framework of our school sports policy legalization and rights substantialization.
