摘要
生态治理财政投入是生态治理的重要保障,彰显出地方官员对生态治理支持力度。通过2007-2016年42个市生态治理支出规模与市委书记市长的匹配数据,本文研究了地方生态治理支出规模对官员晋升的影响。研究结果表明,生态治理支出规模对市委书记和市长晋升的直接影响不显著;生态治理绩效在官员晋升中扮演着重要角色,对市委书记市长的晋升存在显著的正向影响;无论是东部地区还是中西部地区,GDP依然对官员晋升存在正向作用。这一研究结果的解释是:官员政绩考核体系改革工作和生态治理政策发挥了一定作用,生态治理绩效激励为地方官员生态治理行为注入新的动力,但以GDP为导向的政绩考评体系没有彻底转变,地方官员对GDP的追求依然存在;在面临经济下行压力和环境污染治理压力的"两难"抉择中,发展经济对地方"第一责任人"来说依然是现实选择。根本治理之策在于健全科学的生态政绩考评体系,完善生态政绩考评结果运用机制和生态政绩考评监督机制,向地方政府及官员传递生态政绩压力,激励地方官员进行生态治理。
Financial input in ecological governance is not only an important foundation but also reflects the local officials＇ support in ecological management. This paper analyzes the impact of the scale in local ecological governance expenditure on the promotion of officials through the matching data of 42 cities＇ ecological management expenditure and the mayor and party secretary from 2007 to 2016. The results show that on one hand the scale of ecological governance expenditure is insignificant on the promotion of the mayor and the party secretary. On the other hand, the performance of ecological governance plays an important role in promotion of officials, which has a significant positive effect on the promotion of the mayor and party secretary. In the eastern region or the central and western regions of the country, GDP still has an impact on local officials＇ promotion. The interpretation of this study is： the improvement of work assessment on leading bodies and ecological governance policy played an important role, and ecological governance performance incentives give local officials renewed impetus to manage ecological environment;but the GDP-oriented performance evaluation has not been completely changed, so that the local officials still pursue the GDP growth; faced with downward pressure on the economy and environmental pollution control, economic development is still a realistic choice for local ＂first responsible person＂. The fundamental governance strategy is to improve the scientific evaluation system of ecological performance, improve the use of ecological performance evaluation results mechanism and the ecological performance appraisal and supervision mechanism, to pass the pressure of ecological performance to the local ~overnment and officials and enonnrn~ I.o^1 nffip;,l~ t,~ t ,~o,~1,~;~1
