摘要
[目的/意义]文章从大数据背景下政府信息资源共享议题出发,探究共享情境下跨部门协同机制的构建。[方法/过程]通过文献分析构建了基于"权力—权益—信息"三要素的理论研究框架。[结果/结论]在对宁波市海曙区政府信息资源中心进行案例分析的基础上,研究归纳出"一把手主导"机制、"基础设施—财政—项目审批"三统筹机制、"线上线下同步纠错机制"及"共享保密协议"等协同机制在信息资源汇聚、融合和共建阶段各自发挥的作用。文章在为实践部门工作人员提供经验借鉴的同时,也为考察政府信息资源跨部门共享的协同机制提供了新的研究思路和分析框架。
[Purpose/significance] Starting from the government information resources sharing in the big data era,this paper explores the cross-sector collaborative mechanisms construction under sharing context. [Method/process] By doing systematic literature review,the paper establishes a theoretical research framework consisting of power,rights and interests,and information.[Result/conclusion] Based on the case analysis of Government Information Resources Center in Haishu District,Ningbo City,the paper concludes the roles of collaborative mechanisms such as＂Chief-Leader Dominated Mechanism＂,＂Financial-Performance Coordinated Mechanism ＂,＂Online-Offline Synchronous Data Error Correction Mechanism ＂,＂Confidentiality Agreement Signed Mechanism＂in the information resources collection,integration and co-construction. The paper not only provides a new way to study the collaborative mechanisms in government information resources cross-sector sharing,but also makes references to practical work.
