摘要
运用过程分析方法,以美国标准体系为研究对象,对美国标准体系进行现状阐述和驱动因素分析。实证研究表明,美国标准体系经历自成长阶段、政策驱动的规范发展阶段和市场驱动的优化升级阶段。政府政策、国际合作与交流、贸易水平、技术水平、市场环境、发展理念和共同治理是影响标准体系发展的主要因素,其中,技术水平和发展理念是标准体系发展的长期动力,政府政策和贸易水平是第一阶段向第二阶段发展的驱动因素,市场环境和共同治理是第二阶段向第三阶段发展的驱动因素。
This article carries on the present situation and the drive factors to the American Standardization system by using the process analysis method, which takes the American standard system as the study object. The American standardization system has experienced three stages: the growth stage, standardized development stage driven by the policy and optimization and upgrading stage driven by the market, through the empirical analysis. It has received seven main factors, which would impacts standard system development,including government policy, international cooperation and exchanges, trade level, technological level, market environment, development concept and joint governance. Among them, the technical level and development concept is a long-term power of standard system development, government policy and the level of trade is driven first stage to the second stage of development, market environment and corporate governance is the driving factor to the third stage of the second stage of development.
