摘要
环境准入负面清单是"三线一单"环境管控体系的重要组成部分,是以改善生态环境质量为核心,加强国土空间管控的重要手段。就环境准入负面清单编制的基本思路和原则方法进行研究,提出从空间布局、污染物排放、环境风险、资源开发利用等方面设置环境准入门槛,为环境准入负面清单的编制和研究提供思路。
The negative list of environmental access is a vital component of the environmental management system of＂Three Lines and One List＂. It is an effective means of environmental quality control and national land management. The paper studied the basic idea and principle to prepare the negative list of environmental access, proposing the threshold of environmental entry in terms of spatial arrangement,pollutant emission,environmental risk,resource exploitation and utilization. This paper provided technical reference for the establishment and research on the negative list of environmental access.
