摘要
黑龙江省对俄跨境电商已初具规模,形成较为完善的电商平台、公共服务平台、支付结算、物流等对俄跨境电商体系,但在发展中仍存在对俄跨境电商模式单一、通关成本高、伪劣产品现象频发、附加值低、缺乏龙江特色等方面的问题,因此黑龙江省应加大对俄跨境电商合作发展,将区块链技术纳入跨境电商体系,实现产业集聚和价值链延伸,培育龙江特色产品和本土化品牌等,实现黑龙江省"互联网+外贸"产业升级。
The cross-border e-commerce in Heilongjiang has begun to take shape, forming a more perfect e-commerce platform, public service platform, and payment, settlement and logistics systems. But in the development, there are still problems for many aspects, such as the single cross-border e-commerce mode, high cost of customs clearance, frequent occurrence of fake and inferior products, low additional values and lack of Longjiang characteristics. Therefore, Heilongjiang province should strengthen e-commerce cooperation with Russia, introduce block chain technology into cross-border e-commerce system, realize industrial agglomeration and value chain extension, cultivate specialty products with Longjiang characteristics and localized brands for realizing industrial upgrade in a way of ＂Internet and foreign trade integration＂.
