摘要
简要介绍文物保护规划的特点和工作要求,回顾了我国历史文化遗产保护的发展成就和文物保护规划的发展历程,分析目前规划实践中存在的主要问题和新形势下文物保护规划工作中面临的机遇和挑战。文章提出文物保护规划在适应我国历史文化遗产发展现状、适应历史文化遗产保护理念变化、适应社会经济发展要求下的学科发展设想和转型方向。对文物保护规划的规划策略调整、相关法规完善、编制方法改进、多规融合、协调管理、公众参与等问题进行研究探讨。
This paper gives a brief introduction of characteristics and working requirements of cultural relics conservation planning, reviews our achievements in the protection of historical and cultural heritage in China and the development process of cultural relics conservation planning. Meanwhile, the main problems existing in the current practice of planning, and the opportunities with challenges in the work of cultural relics protection and planning under the new situation is also analyzed. Around how the cultural relics conservation planning could adapt to our country＇s present historical cultural heritage development situation, how it could adapt to the concept change of historical cultural heritage protection, and how it could meet the requirements of economic development of the society, the discipline development assumption and direction of transformation is proposed in this paper too. It also has some researches and studies on many aspects of cultural relics conservation planning, such as the planning strategy adjustment, the improvement and perfection of related laws and regulations, the improvement of the presenting method, the integration of multi-regulations, the coordination management, the public participation and so on.
