摘要
污染防治攻坚战是一个系统过程,应该从自然系统属性出发,建立科学合理的社会治理系统。推进整体施策,系统施治,"减排扩容",两手发力,实现改善环境质量目标。工业企业污染防治攻坚应当结合调整优化产业结构、能源结构、运输结构、用地结构实行升级改造。区域污染防治攻坚需要建立科学的工程技术系统;构建相关部门协调共治机制;健全长效治理机制;完善环境政策法规体系,坚持依法施治。
The battle against pollution is a systematic process. We should start from the property of natural system and establish a scientific and reasonable social governance system. We should promote the overall implementation of the system, reduce emissions and expand capacity and make efforts to improve environmental quality. Pollution prevention and control in industrial enterprises should be carried out in combination with adjustment and optimization of industrial structure, energy structure, transport structure and land use structure. It is necessary to establish a scientific system of engineering and technology for the prevention and cure of regional pollution, construct the coordinated mechanism of the relevant departments, improve the long-term governance mechanism, perfect the environmental policy and regulation system and adhere to the rule of law.
