摘要
多媒体的普及和发展对公民政治参与产生了深刻影响,公民政治参与的主体、方式、渠道、环境等发生变化,有利于公民便捷畅通地获取政治信息、表达利益诉求、参与政府决策;但是也存在一些问题,比如政治参与的无序状态和非理性状态,群体极化现象和数字鸿沟问题,监管缺位和主流意识形态地位受到冲击等,这些都亟待探究应对的措施。从政府、法律、媒体从业者和公民的角度,对多媒体视域下更有效的政治参与进行探讨,以期推动网络政治参与的健康、有序发展,推动我国政治民主化进程。
The development and popularization of multimedia participation has exerted the profound infuence on citizen’s political participation which has undergone great changes in its subject, channel, manner and environment, etc. The changes are benefcial to citizens’ convenient and smooth access to political information, their interests expression and participation in government decision-making; however, there still exist some problems to be urgently solved, like the disorder or irrational state in political participation, group polarization, digital division, lack of supervision, the greatly-affected mainstream ideology and so on. This paper discusses the way of more effectively taking political participation in the viewpoint of multimedia in terms of government, law, media practitioners and citizens. The study aims to promote the healthy and orderly development of network Political participation as well as the process of political democratization in China.
