摘要
回顾和探讨了可持续开采量、允许开采量和地下水安全开采量的概念、评价方法和演变历程,在此基础上,从技术保障、资源量和社会经济效益约束条件下明确强开放边界灌区地下水安全开采量的内涵,结合灌区的特点,提出控制性关键水位的划定方法,并提出一种基于"总量+水位"双控的安全保障模式实现水资源可持续利用,为灌区地下水安全保障模式的研究提供科学依据和技术支撑。
The concept,evaluation method and evolution process of sustainable exploitation,allowable exploitation and safe exploitation of groundwater are reviewed and discussed. On this basis,the connotation of groundwater safety mining in the strong open boundary irrigation area is defined under the constraints of technical support,resources and social and economic benefits,and the characteristics of the irrigation area are put forward. In order to realize the sustainable utilization of water resources based on the " total amount + water level" double control safety guarantee mode,a scientific basis and technical support are provided for the study of the groundwater safety guarantee model in the irrigation area.
