摘要
环境与经济增长的矛盾日益凸显,提高环境规制强度是否会抑制经济增长?众多的研究中,环境规制强度(IER)构成各不相同,与经济增长的关系也呈现多种形态,哪种更为合理?带着问题,本文从环境规制强度的内涵入手,构建了一个包含经济类、行政类、排放类、健康类和效率类等五大类指标的综合型环境规制强度测度指标体系。应用该指标体系测度了2007~2014年中国省域地区的环境规制强度指数,并运用GNS模型实证检验了环境规制强度与经济增长的关系。结果显示,2007~2014年全国省域地区环境规制强度指数均值为29. 02,水平尚低,但呈现出波动向上的增长趋势。比较意外的是,经济发达地区的环境规制强度并不比经济欠发达地区更高,反而可能更低。究其原因在于,消除地区规模效应后,经济欠发达地区在突发环境事件罚款与污染损害赔款等二级指标上相较经济发达地区更高。经济增长与环境规制强度呈现出非线性的"倒U"关系,环境规制强度对经济增长作用的拐点为42. 10,且环境规制有显著的正向空间溢出效应。最后,根据实证结果提出了一些政策建议。
The contradiction between environment and economic growth has become increas- ingly prominent. Is it possible to restrain economic growth if we improve the intensity of environ- mental regulation (IER)9. The components of IER vary in different studies, and its relationship with economic growth takes a variety of forms. Which form is more reasonable? With the prob- lems, a comprehensive IER index measurement system is constructed covering five major catego- ries of indexes including administrative, economic, emission, health and efficiency indexes, and the relationship between IER and economic growth is empirically tested by using GNS model. The results show that the mean value of provincial IER is 29.02 from 2007 to 2014. The level is still low, but it shows an upward trend of growth fluctuations. It is unexpected that the IER in some developed regions is not higher than that of the underdeveloped regions, or even lower. This is be- cause secondary indexes, such as the amercement of sudden environmental incidents and compen- sation of pollution damage , in the underdeveloped areas are higher than that of the developed re- gions after eliminating regional economies of scale. Economic growth and IER shows a nonlinear "inverted U" relationship, and the inflection point of IER on economic growth is 42.10. What's more, environmental regulation has significant positive spatial spillover effects. Finally, some poli- cy suggestions are put forward based on the empirical results.
