摘要
首先对创业投资引导基金基本内涵和发展现状进行了基本概述,同时对创业投资引导基金绩效评价相关研究进行文献综述。其次以美国为案例,归纳了创业投资绩效评价的国际实践,尤其是全流程的绩效评价体系。最后提出我国创业投资引导基金评价的几点考虑,包括引导基金评价的基本原则、指标体系和组织实施。考核的主要方面包括公共财政目标实现度、运作机制合理性、被支持机构个体评价等。
First of all,the basic connotation and development status of venture capital guidance fund are summarized.Meanwhile,the literature review of venture capital guiding fund performance evaluation is reviewed.Secondly,in the case of the United States,the international practice of evaluating the performance of venture capital is summed up,especially the performance evaluation system of the whole process.Finally,it puts forward some considerations about the evaluation of China＇s venture capital guidance fund,including the basic principles,the index system and the organization and implementation of the guidance fund evaluation.The main aspects of the assessment include the realization degree of the public finance target,the rationality of the operation mechanism,and the individual evaluation of the supported institutions.
