摘要
为适应时代的发展,公立医院养老保险制度改革迫在眉睫。本研究以公立医院为研究视角,结合公立医院养老保险制度改革实施现状,分析公立医院养老保险制度改革存在的问题:覆盖面窄,参保对象局限性;退休人员待遇核定进程缓慢;公立医院财政压力加重;养老保险信息系统有待完善。针对以上问题,提出了扩大养老保险改革的覆盖面,弱化编制限制;加快退休人员待遇核定进程;改革补偿方式,加大财政投入力度;加大信息系统投入力度,不断完善信息系统等建议,以期推进公立医院养老保险制度改革顺利进行。
In order to be adapted to the development of the times, the reform of the pension insurance system in public hospitals is imminent. This study proceeds from the perspective of public hospitals, combines the status quo of the implementation of the reform of the pension insurance system in public hospitals, and analyzes the problems existing in the reform of the pension insurance system in public hospitals： narrow coverage, limited coverage; slow retirees treatment approval process; public hospital financial pressure aggravation; the pension insurance information system to be improved. In response to the above problems, it is proposed to expand the coverage of pension insurance reform, weaken the formalation restrictions, accelerate the approval process for retirees, reform compensation methods, increase financial input, strengthen investment in information systems, and constantly improve information systems and other recommendations, with an eye to smoothly push through the reform of the pension insurance system in public hospitals.
