摘要
什么样的运行机制能提升中国智库的国际议程设置能力?本文以南海争端为个案,在国际比较视野下,分析了近6年来中美菲越四国智库如何设置南海议程。研究发现,中国智库已经发出有力的"中国声音",但与政府的互动落后于其他三国,"旋转门"专家人数少、级别低。举办的国际会议数量大,但在会议策划,以及与国际媒体的互动上有待加强。中国智库研究成果丰富,但有国际影响力的专家数量仍显不足。本文提出,中国智库需要创新国际议程设置机制,在专业领域打造一批明星专家,不仅要设置中国议程,也要为国际社会提供公共知识产品,要完善议程设置机制,通过会议和活动、研究报告、著作、论文、媒体发布等多元方式提升国际影响力。
What kind of operation mechanism can enhance the ability of Chinese think tanks in internation？al agenda setting？ Taking the issue of the South China Sea as a case, the paper does a comparative study onhow the think tanks of China, the US, Philippines, and Vietnam have set the agenda on the issue in thepast six years. The study finds that China？s think tanks have made the voice of China heard, but their coor？dination with the government lagged behind those of the other three countries, with only a small number of“revolving door” experts which are lower？ranking; China has held quite a number of international confer？ences, but more efforts should be made in conference planning and interaction with international media;while Chinese think tanks have achieved fruitful research results, the number of experts with internationalinfluences remains insufficient. The paper argues that China？s think tanks need to innovate the mechanism ofinternational agenda setting and foster a group of well？known experts in professional fields. They should notonly set the Chinese agenda but also provide the international community with public products. Meanwhile,China should improve its international influences through multiple measures such as holding conferences andactivities, publishing research reports, books and papers, as well as releasing diversified information inmass media.
