摘要
1983年，我国新闻发言人制度初步确立；2003年，政府新闻发言人制度正式确立。本研究从三个层面展开：（1）通过实证研究梳理2003年至2012年新闻发言人制度建设、“两会”和政府部门的新闻发言人情况；（2）结合定量和定性研究，对2003-2012年媒体的“新闻发言人制度”的报道情况进行内容分析；（3）结合引证分析和内容分析，对国内“新闻发言人制度”学术论文进行综述研究。从现实实际、媒体呈现和理论研究等多角度探讨十年来我国政府新闻发言人制度的发展。
Abstract Chinese government＇s news spokesman system was preliminary established in 1983. After that the government spokesman system was formally established in 2003. In this paper we did research from 3 aspects： （1） empirical study o CPPCC （2） an n news spokesman system construction and spokesman status of NPC ＆ government departments of State Council from 2003 to 2012 ze the media reports of news spokesman combining the quantitative and qualitative research syst （3） em from 2003 to 2012, review academic papers on domestic news spokesman system by using citation analysis and content analysis. Finally, discuss the development characteristics of the government spokesman system in recent decade from reality situation, media presence and theoretical research.
