摘要
在分析陈仓区国有林场经营管理存在经营体制不顺、管理机制不活,资源分布广阔、管护任务繁重,后续产业短缺、发展后劲不足,专业人才匮乏、队伍力量薄弱等问题基础上,提出了明确公益性质、理顺管理体制,整合现有资源、壮大经营规模,发展第三产业、增强发展活力,引进高端人才、提供发展保障等陈仓区国有林场改革措施,以期维护和保障国家森林资源数量、质量的持续增长,增强国有林场经营管理和可持续发展的能力和动力。
The problems in state-owned forest farm in Chencang district were summarized as: institutional obstacles, inactive mechanism, wide resources distribution and heavy task for care, lack of post-industry, lack of incentive for sustained development, and lack of talents and professional team. Based on that, the suggestions for improvement were put forward: clarifying the nature of public-benefits of the farm, tailoring the management system, merging the existing resources, expanding the scale of management, mobilizing the third industry, strengthening the development force, introducing talents in need and providing the guarantees. It is expected to input the incentives and driving forces for the reform and development of state-owned forest farm.
