摘要
监督现象存在于人类社会各个历史阶段 ,虽然表现形式多种多样 ,但从具体的监督现象内部结构来看 ,它们都有共同的构成要素 ,即 :价值要素、形式要素、程序要素。监督构成的三要素提供了一种考察分析监督现象的方法 。
Inspection phenomena go through various phases of human history. Although they take varied forms, they have the common constitutional elementselement of value, element of form and elements of procedure. The three constitutional elements of inspection provide an insightful view of observing inspection phenomena and contribute to promoting all kinds of inspection systems.
