摘要
政府在义务教育中实际上履行着两种职能 ,扮演着两种角色 :一方面政府是义务教育最主要的投资者 ,作为投资者 ,政府应依法享有和承担相应的权力和义务 ;另一方面政府又是国家义务教育事业的行政管理者 ,作为管理者 ,政府及其教育行政部门必须行使自己法定的职权 ,履行自己法定的职责。各级人民政府之间义务教育投资责任必须明确具体 。
It should be made clear that the goverment plays two roles and have two functions in China's compulsory education.On the one hand,it is the principal investor,who should enjoy legal rights and undertake legal responsibilities accordingly.On the other hand,it is the administrator,who must exert its legal powers and do its duties.Duties as an investor must be made clear among governments at all levels,of which the central and provincial government should take more.
