摘要 2016年,美国企业研究所(AEI)发表研究报告《美国网络空间战略:促进自由、安全与繁荣》,为第58届美国政府提出了一套网络空间新战略。报告一方面暴露了美国在网络空间推行霸权主义的本质,另一方面也反映出当前全球网络空间治理的难题,提出的解决方案和最佳实践对全球网络治理具有一定的借鉴意义,特别是报告立足于问题导向,不断进行阶段性的总结与评估,体现出国际一流智库的特点。 In order to defend and promote America’s national interests in the cyberspace.TheAmerican Enterprise Institute(AEI)released the report“An American Strategy for Cyberspace:Advancing Freedom,Security,and Prosperity”,which puts forward a comprehensive strategy in theareas of Internet freedom and human rights,international trade and digital commerce,cybercrimeand law enforcement,and critical infrastructure and cyber defense.The report proposes thatthe cyberspace must reflect the interests of the United States,revealing the nature of Americanpursuing hegemony in cyberspace.Meanwhile,The report also reflects the current global cyberspacegovernance problems,the proposed solutions and best practices also have realistic significance toother nations.Especially,based on the problem oriented,AEI’s researchers produced the report withperiodic review and conclusion,reflecting the characteristics of the international first-class thinktank.
