摘要
针对湖北省鄂北地区水资源配置工程第14标段兴隆-万福隧洞及鲁城河暗涵工程地质条件复杂、施工安全问题突出、质量要求高等特点,工程建设采用了设计施工总承包模式,即由长江设计公司和中铁十一局联合体进行设计施工总承包。结合工程实际情况,从设计施工总承包组织建设、项目安全管理及质量控制等方面,介绍了该工程项目在联合体总承包模式下所采取的一系列技术措施,双方充分发挥各自优势,相互弥补不足,确保工程顺利进行等管理经验。对联合体模式下的总承包管理具有一定的借鉴意义。
Xinglong–Wanfu tunnel and the Lucheng river culvert project,the 14th bidding of the water resources allocation project of Northern Hubei Province,is constructed under complex geographic condition,prominent safety issues and demanding quality control.A joint venture of Changjiang Design Institute and China Railway 11 Bureau Group Co.,Ltd acts as the general contractor of the project.A series of technical measures were adopted under the general contracting mode,which included organizational construction,project safety management and quality control.The two corporations tap their own advantages and made up the shortages and finally ensured the successful completion of the project.
