摘要
我国新型城镇化战略进入关键时期,山地城镇化过程中需应对脆弱的生态环境约束、粗放式乡村城镇化蔓延、欠发达山区脱贫形势严峻等困境。文章在重点研判山地城镇实施旅游城镇化路径合理性的基础上,提出"三阶段"的实施路径,包括评估旅游资源、甄别目标城镇;从以人为本、生态环境、产业融合与地域空间层面设定"四位一体"的总体目标;构建以"城—乡—景"地域空间统筹、"旅游+"产业融合、旅游利益相关者多元平衡为主体的实施策略。
Chinese new urbanization has stepped into the critical period,the urbanization of mountainous towns are facing the problems of weak environment,unordered sprawl,and poverty.By judging the rationality of tourism urbanization,the paper puts forward the“three stages”method:evaluate the tourism resource and select the target towns;set the“quaternity”goal of peoples first,environment,industry integration,and regional space;put forward the implementation strategies of“city-village-scene”integration,“tourism+”industry integration,and mult-stakeholders balance.
