摘要
社区协商是基层群众自治的生动实践,是社会主义协商民主建设的重要组成部分和有效实现形式。随着中国特色社会主义进入新时代,推进城乡社区协商也具备了较多有利条件,一些地区立足当地实际进行了卓有成效的探索,如启东市社区协商的"三明确"和"三结合"、威海市的分层次社区多元协商制度。当然,社区协商依然面临着一些关键挑战,比如"乡土中国"向"城市中国"迈进带来的挑战、"合乡并村"加大了农村社区的管理强度和复杂性。可从以下几方面加强城乡社区建设:重视社会治理的区域异质性,提升后发地区协商水平,缩小社会建设的地区差距;重视历史文化因素,尊重各地区各民族的风俗习惯;要有底线思维,因势利导,尽可能达成协商预期;一切从实际出发,支持社会组织参与社区建设,培育"社区领袖";改变传统社区治理方式,因地制宜引入"智慧社区"。
Community consultation is a lively practice of the grass-roots autonomy,as well as an important part of and effective way to realize socialist deliberative democracy.With the socialism with Chinese characteristics entering the New Era,there are more favorable conditions to promote urban and rural community consultation,and some regions have made productive explorations based on their local conditions,such as the uThree Clear”and uThree Combinations”of community consultation in Qidong city,and a hierarchical multilevel community consultation system in Weihai city.Community consultation,however,still face some key challenges,such as the challenges brought by“rural China”striding toward“city China”,and increased intensity and complexity of the management of the rural communities brought by“Combining Township and Village”.We can strengthen the development of urban and rural communities from the following aspects:first,pay attention to the regional heterogeneity of social governance,improve the level of negotiations in the post developed areas,and reduce the regional gap in social construction;second,pay attention to historical and cultural factors and respect the customs of various ethnic groups in different regions;third,develop bottom-line thinking,make the best use of the situation,and try our best to reach consultation anticipation;third,set practical goals,support social organizations to participate in community development,and cultivate“community leaders”;last,transform the traditional way of community governance and introduce^intelligent community”based on local conditions.
