摘要
"枫桥经验"源于浙江省诸暨市枫桥镇1963年的社会改造经验,历经55年的发展,已成为中国基层社会治理的典型样本。村规民约体系是基层自治中的主要自治性规范,是规范基层群众生产生活的主要依据之一。由于农村经济社会发展加快,村规民约的发展也面临着重新调整的时代压力;如何因地制宜、与时俱进地完善村规民约,直接关系到乡村治理的现代化进程,也关系到乡村振兴战略的落实。近年来,枫桥当地干部群众能够认真审视以往村规民约中存在的部分内容不合法、程序不规范、实施缺保障的现实问题,因地制宜地提出更加法治化、系统化、规范化的村规民约样本,进一步丰富和发展了"枫桥经验"。
Originated from Fengqiao Town,Zhuji City,Zhejiang Province,“Fengqiao Experience”is a famous social governance experience.In recent years,Fengqiao Town has made great progress in the construction of village rules and regulations.It has become an important part of the“Fengqiao Experience”and has become an important demonstration site for learning.Due to the rapid economic development in the rural areas of China’s eastern regions and the complexity and diversity of rural societies,some problems have appeared during the construction of the village rules and regulations.The formulation and continuous improvement of village rules and regulations has many positive effects on the construction of new rural areas and the rejuvenation of rural communities.It is a crucial approach to the modernization of rural governance.Based on the existing village rules and regulations,a more legalized,systematic,and standardized sample of village rules and regulations is proposed,with consideration of the actual conditions of the villages and the local conditions.It can be an important part of further enriching and developing the“Fengqiao Experience”.
