The Balance of Power and the Analysis of Trump Administration's Indo-Pacific Strategy

摘要 2017年《美国国家安全战略》报告正式提出"印太"概念,并制定了针对中国的"印太"战略,其核心是均势制衡与力量优势。美国认为,由于中国的持续崛起,"印太"地区出现了不利于美国霸权体系的力量失衡,从而导致安全失衡,直至体系失衡。为了扭转"印太"地区的失衡态势,继续维系美国在"印太"地区的离岸平衡手角色和世界的霸权地位,特朗普政府试图通过一系列优先战略行动,重新恢复有利于美国的力量平衡,进而达到美国认为的安全平衡和体系平衡。特朗普政府的"印太"战略充分体现了美国现实主义、保护主义与实用主义倾向,反映出特朗普追求美国优先和全面优势的战略观念。特朗普政府"印太"战略实行起来可能并不会像设计者所希望的那么有效,其战略本身存在很大的局限,甚至潜藏着巨大的战略安全风险。特朗普政府的战略优先行动或预示未来数年印太秩序和世界秩序的大变革。美国有可能因此失去作为印太体系和世界体系的建设者角色,反而成为体系的破坏者。 The 2017 American National Security Strategy officially puts forward the concept of IndoPacific,and it formulates IndoPacific strategy targeting ChinaThe balance of power and the advantage of power are the essence of American Indopacific strategyThe Indopacific strategy of Trump’s administration follows such logics:Due to the continuous rise of China,the imbalance of power,which goes against American hegemonic system,takes place in the Indopacific region,and it leads to the imbalance of security,and up to the imbalance of systemIn order to reverse the imbalanced situation in this region,and to continuously maintain American role as an offshore balancer in the IndoPacific region and its hegemonic status in the world,Trump’s administration attempts to resume the balance of power which favors America by implementing a series of priority actions,so as to realize the balance of security and balance of systemThe IndoPacific strategy of Trump’s administration fully demonstrates the trends of American realism,protectionism,and pragmatismAdditionally,it reflects the strategic ideas of American first and comprehensive advantage which Trump pursuesNevertheless,the IndoPacific strategy of Trump’s administration is unlikely to be effective,which will despair its designers’visionsThe strategy itself has apparent limitations,even harbors massive strategic security risksThe strategic priority actions of Trump’s administration may indicate the transformation of Indopacific system and world system in the next few yearsAmerica is likely to lose the role of constructor in the Indopacific system and world system,and it becomes a destructor in the system instead.
