摘要
党的十八大以来,随着反腐败政治重要性的不断上升和对政治腐败危害的强调,党和政府明确提出了防范与清除利益集团的要求,利益集团业已成为新时代反腐败斗争中不容回避的关键变量,是研究新时代反腐败斗争的重要切入点。当前我国反腐败斗争语境下的利益集团与以国家和社会二元分立作为基本前提的广义利益集团在内涵、特征与表现形式方面存在重要区别,利益集团与腐败之间的逻辑关联突出表现两方面内容:一方面,党内利益集团的出现本身就是政治腐败;另一方面,结成利益集团是经济腐败的重要诱因。对于党风廉政建设和反腐败斗争而言,有效防治利益集团需要从廉政建设和政治建设两个层面着手,在构筑完善廉政机制的同时消除强势集团不合理、不合法的利益诉求表达。
Since the 18th CPC National Congress,with the increasing rise of the political importance of anticorruption and the emphasis on the harm of political corruption,the CPC and China government have clearly put forward the requirement of preventing and eliminating the interest group,which has already become an inevitable key variable in the anti-corruption campaign in the New Era and is the key point of studying the anti-corruption campaign in the New Era.At present the interest group in the context of China’s anti-corruption campaign is distinctive from the generalized interest group taking the binary separation between country and society as the basic premise in terms of their connotations,characteristics and pattern of expression.The logical connection between the interest group and the corruption highlights two aspects:on the one hand,the emergence of the interest group within the CPC is itself a political corruption;on the other hand,the formation of the interest group is an important cause of economic corruption.In terms of the construction of the Party’s conduct and of an honest and clean Government.Effective prevention and treatment of the interest group need to start from two aspects,i.e.the construction of an honest and clean Government and political construction,while it is also required to eliminate the unreasonable and illegal expression of interest appeal from the powerful group along with the construction of perfect mechanism of being an honest and clean Government.
