摘要
加强"自治法治德治"建设是实施乡村振兴战略的内在要求,也是推进国家治理体系和治理能力现代化的重要基石。乡村"自治法治德治"建设面临乡村呈现空心化,乡村主体自治缺位,后备干部资源匮乏,乡村治理权威性减弱,法治思维意识淡薄,法治保障不健全,乡村文化内生动力不足以及乡土文化流失严重等困境。以自治为核心内容赋予乡村主体自治,以法治为根本保证夯实乡村法治理念,以德治为内在支撑营造乡村德治氛围,通过"三治合一"实现乡村有效治理,加强和完善自治法治德治相结合的乡村治理体系。
Strengthening the construction of“rule by law,rule by autonomy and rule by virtue”is not only the inherent requirement of implementing the strategy of rural revitalization,it is also a major task for our country to improve the rural governance system.What is more,it is also an important cornerstone for promoting the modernization of the national governance system and governance capacity.But at present,there are many difficulties in the construction of rule by law,rule by autonomy and rule by virtue.The article proposes to strengthen and improve the rural governance system combining rule by law,rule by autonomy and rule by virtue from four aspects.First,autonomy is the core content to give the autonomy of rural subjects.Second,the fundamental guarantee of rule by law is to consolidate the concept of rule of law in rural areas.Third,the rule of virtue is the internal support to create a rural rule of virtue atmosphere.Fourth,the“three integrated rules of governance”as a grasp is to achieve effective rural governance.
