摘要
特色小镇作为一种依托特色产业和特色环境,集聚各类创新要素和多元经济元素,融合生产、生活、生态三大功能的复合体,在促进地方经济转型发展、服务供给侧改革、优化生产力布局、破除城乡二元结构壁垒、推动新型城镇化建设等方面具有非常重要的现实意义。近年来,浙江省杭州市龙坞镇以历史经典产业——茶业为发展基石,以上下游产业联动为发展方向,不断进行产业的升级与转型,在特色小镇建设方面走在全国前列。本文在总结龙坞特色小镇建设经验的基础上,指出镇江市丹徒区上党镇在构建清茶特色小镇时应注意明确三大关系,坚持三项原则,重点做好四项工作,以期为同样以茶业为主导产业的后来者提供有益的探索。
As a kind of characteristic industry and characteristic environment,the characteristic town gathers various innovation elements and multi-economy elements,integrates the three functions of production,life and ecology,and promotes the transformation of local economy and the reform of service supply side.It is of great practical significance to optimize the layout of productive forces,break the barriers to urban-rural dual structure,and promote the construction of new urbanization.In recent years,Longwu Town,Hangzhou City,Zhejiang Province takes the historical classic industry-tea industry as the cornerstone of development.The above-mentioned downstream industries are the development direction,and the industry is upgrading and transforming.It is in the forefront of the country in the construction of characteristic towns.On the basis of summarizing the experience of the construction of the characteristic towns in Longwu,this paper points out that the Shangdang Town of Dantu District,Zhenjiang City should pay attention to the three major relationships when constructing the small tea towns,adhere to the three principles,and focus on four tasks.It provides a useful exploration for the latter,which is also dominated by the tea industry.
