摘要
目的:探讨目标管理在医用耗材占比控制工作中的应用价值。方法:从医用耗材的招标采购、审批使用、重点管控及应用评估4个阶段,制定医用耗材占比控制的措施及目标,对2016年和2017年的医用耗材占比、医用耗材使用增长率和医用耗材合理使用率三级指标数据进行统计分析,评估医用耗材占比控制工作的效果。结果:2017年医用耗材占比呈下降趋势,第3季度和第4季度与2016年比较差异有统计学意义(x^2=6.371,x^2=13.588;P<0.05);2017年医用耗材使用量增长率和收入增长率呈下降趋势,与2016年比较差异有统计学意义(Z=-4.166,Z=-4.173;P<0.01);2017年医用耗材合理使用率呈下降趋势,第3季度和第4季度与2016年比较差异有统计学意义(x^2=8.306,x^2=12.732;P<0.01)。结论:目标管理在医用耗材占比控制工作中具有较高的应用价值,医用耗材占比有效地控制在20%以内,耗材使用量和采购价格明显下降,不合理使用现象得到了有效控制。
Objective:To discuss the application value of target management in the ratio control of medical consumables.Methods:From the four stages included invitation for bids and procurement,approval and use,emphatical management and evaluation of application,the work measures and objectives of the ratio control of medical consumables were formulated.The indicators of three grades included ratio control,growth rate of usage and reasonable utilization rate of medical consumables in 2016 year and 2017 year were analyzed as statistical methods,and the effects of the ratio control of medical consumables were further evaluated.Results:In 2017,the ratio control of medical consumables presented a declining trend.The chi-square test results showed that the difference of ratio control at the third and the fourth quarter between 2017 year and 2016 year were statistical significance(x2=6.371,x2=13.588,P<0.05).The growth rate of usage of medical consumables and income growth rate in 2017 year were presented decreasing trend,and the Mann-Whitney U test showed the difference of the two indicators between 2017 year and 2016 year were significant(Z=-4.166,Z=-4.173,P<0.01).The reasonable utilization rate of medical consumables of 2017 year showed a decreasing trend,and the chi-square test results showed the differences of this indicator at the third and the fourth quarter between 2017 year and 2016 year were statistical significance(x2=8.306,x2=12.732,P<0.01).Conclusions:"The four-stage target system"has higher application value in the ratio control of medical consumables.As this management,the ratio control of medical consumables is effectively controlled within 20%,and usage amount of consumables and purchase prices decline obviously and the phenomenon of unreasonable use is effectively controlled.
