摘要
地方政府危机预警机制包含收集信息、评估、预警等多个过程,同时又包含各级政府、相关部门、社会媒体等多个主体,是由相互作用相互依赖的若干组成部分结合而成的预警系统。在系统论的视角下客观分析寿光泄洪事件的预警过程,分析预警机制运行的不足和可行之处,并从系统论原则的角度下提出地方政府危机预警机制的建设意见有一定的现实意义。
Local government crisis early warning mechanism includes many processes,such as collecting information,evaluating,early warning and so on.At the same time,it also includes various levels of government,relevant departments,social media and other main bodies.It is an early warning system which combines several interdependent components.Taking the early warning process of Shouguang flood discharge as the research object,this paper objectively analyses the deficiencies and feasibility of the early warning mechanism from the perspective of system theory,and puts forward suggestions on the construction of local government crisis early warning mechanism from the perspective of system theory.
