摘要
近年来,中国与中东欧国家贸易合作呈现递增趋势,是中欧关系的重要补充;中东欧国家主要出口机械产品,对基础设施建设需求较大;中国与中东欧国家的贸易互补大于贸易竞争,合作空间较大;中国加深与中东欧国家的贸易往来对于欧盟的负面影响并不显著,反而能够提升欧盟经济体的综合实力,即中东欧国家加入欧盟能够优化贸易环境。建议推动"放管服"改革,减税降费,完善相关法律法规;推动供给侧结构性改革,提升产品附加值,借鉴中东欧国家高端机械制造的经验;处理好中欧产业竞争与互补关系,避免在机械制造领域开展直接竞争;构建包括中国、中东欧国家、欧盟以及其他国际性组织在内的常态化交流机制等。
The trade cooperation between China and Central and Eastern European(CEE)countries shows an increasing trend,which is an important supplement to the Sino-European relations;the main export machinery products of the CEE countries have a greater demand for infrastructure construction;the effect of the trade complementarity between China and the CEE countries,is greater than that of the trade competition,and the cooperation space is larger;since China deepened the trade exchanges with the CEE countries,the negative impact on the EU is not significant,but it can enhance the overall strength of the EU economy,which means joining the EU can optimize the trade environment.Suggestions are put forward,such as to promote the reform to streamline administration and delegate power,reduce taxes and fees,and improve relevant laws and regulations;to promote the structural reform on the supply side,enhance the added value of products,and learn from the experience of high-end machinery manufacturing in the CEE countries;to deal with the industrial competition and mutual relations between China and Europe,and avoid direct competition in the field of machinery manufacturing;and to construct the normal exchange mechanism including China,the CEE countries,the European Union and other international organizations.
