摘要
[目的/意义]随着社会经济的发展,智库情报研究面临的问题越来越复杂,如何突破传统的研究分析方法并不断创新与发展是一个突出问题。在当前建设中国特色新型智库的背景下,分析兰德公司的情报研究方法创新特点,为我国智库建设提供参考依据。[方法/过程]采用文献调研法和案例分析法,收集兰德公司网站的相关数据,研读其出版的研究报告,重点剖析其首创的情报研究方法、方法学研究中心和战略评估系统形成过程和特点,分析兰德公司情报研究方法的产生、创新特征与应用效果。[结果/结论]提出我国特色新型智库要注意不断与时俱进,探索新的情报分析方法、利用综合方法进行跨学科应用、应用现代技术开发专业的分析工具、从组织与管理上保障方法创新和应用、培养创新思维激发方法创新等建议。
[Purpose/Significance ]With the development of social economy, intelligence research in think tanks is facing more and more complicated problems. How to break through the traditional research analysis methods, constantly innovate and develop is a prominent problem. Under the background of building a new type of think tank with Chinese characteristics, this paper takes RAND, the international top think tank as a case, analyzes the characteristics of its intelligence research methods and provides suggestions for the construction and development of think tanks in China.[Method/Process ]Using case study and literature research methods, the paper collects data from the official website of Rand Corporation and its research reports. It focuses on the innovation and application of RAND's 16 intelligence research methods, 6 methodological research centers and the Rand Strategy Assessment System(RSAS). The development process, innovation characteristics and application effects of Rand intelligence research methods are analyzed.[Result/Conclusion ]This paper suggests that Chinese think tanks should keep pace with the times, use integrated methods for interdisciplinary application, use modern technology to develop professional analysis tools, ensure the innovation and application of methods from organization and management and cultivate innovative thinking to stimulate the innovation of information research methods.
