摘要
驻村扶贫工作队是精准扶贫工作的重要力量,为进一步了解武陵山片区贫困户与镇村干部对驻村扶贫工作队的扶贫成效的满意度,本文选取帮扶计划、教育及培训、农业发展、特色产业发展、小额信贷、易地扶贫、电商扶贫、解决就业岗位、引进投资企业、提供市场销路等14个二级指标建立评价指标体系,并对怀化市溆浦县25个镇(乡)的镇村干部及贫困户展开全域调查得到787户有效样本,进一步采用满意度二元Logistics回归模型,结果分析表明,对于贫困户而言,农业发展,特色产业发展,医疗救助,最低生活保障,村支两委工作,驻村干部出勤情况这六个指标的值,很大程度上决定了其对驻村扶贫工作队的扶贫成效的满意度;制定帮扶计划,教育及培训,水电等基础设施建设,公共服务设施建设,村支两委工作,驻村干部出勤频情况这6类指标影响了镇村干部对驻村扶贫工作队扶贫成效的满意度;文章最后给出相应针对性的建议。
The village-based poverty alleviation task force is an important force in precise poverty alleviation work. In order to further understand the satisfaction of poor households and village cadres in Wulingshan District to the poverty alleviation effect of the village-based poverty alleviation task force, this paper selected the help plan, education and training, agricultural development, characteristic industry development, micro-credit, easy-to-land poverty alleviation, e-commerce poverty alleviation, employment resolution, introduction of investment enterprises, and so on. Fourteen secondary indicators, such as market sales, were provided to establish an evaluation index system. A global survey of cadres and poor households in 25 towns (villages) of Xupu County, Huaihua City, was conducted to obtain 787 valid samples. The satisfaction binary logistic regression model was further adopted. The results showed that for poor households, agricultural development, development of characteristic industries, medical assistance and minimum living security were the main factors. The six indicators, namely, the work of the two committees of village branches and the attendance of cadres in villages, largely determine their satisfaction with the poverty alleviation effect of the poverty alleviation task force in villages;the six indicators, such as the formulation of assistance plans, education and training, infrastructure construction of hydropower, public service facilities, work of the two committees of village branches and frequent attendance of cadres in villages, affect the poverty alleviation work of cadres in villages and towns. Satisfaction of the team's poverty alleviation effect;Finally, the paper gives corresponding suggestions.
