摘要
近年来,党内法规话语及其制度实践逐渐兴起,这一现象折射了管党治党思路的变化,并能从中窥见执政党治国理政的政治逻辑。思路的转变首先体现的是一套政党治理的理论逻辑,包含问题导向、效果主义、运动式推进和政治教育方式四个维度。而党内法规在管党治党中地位的迅速奠定,还存在一系列现实条件,包括党的领导的加强、规则之治的共识、政治自信的提升、选官机制的保障和压力型体制的推动。从根本上讲,党内法规制度实践的特征决定了其运转的政治逻辑,即权威主义、组织力强化、先进性团体以及稳定与发展型的意识形态。党内法规制度实践的兴起,体现了管党治党政治逻辑的变与常,核心是保持不断自我调适的体制弹性,这也是应对未来治理挑战的根本遵循。
In recently years, the phenomenon of the emerging of regulations within party discourse and practice, reflects the change of ways of how party rules, and the logic of the ruling party’s way of governing. The change of the ways indicates a set of theoretical logics the regulations within party, including problem orientation, the consequentialism, the movement type and the political education. And there is a series of practical conditions for the authoritative status of regulations within party, including the strength of the party' s leadership, the consensus of the ruling of the laws, the enhancement of political confidence, the institutions of selecting officials, and the driving of pressure mechanism. Fundamentally, the characteristics of regulations within party system determine the political logic of its operation, namely ,authoritarianism, organizational strength enhancement, advanced group, and the stable and developmental ideology. The rise of regulations within party practice reflects the change and unchangeable political logic of party' s governing. The core is to maintain the institutional flexibility of constant self-adjustment, which is also the fundamental idea to deal with challenges in the future.
