摘要
随着中国农业现代化进程的不断加快,机械化采收成为棉花收获环节发展的必然趋势。通过对中国机采棉研究以及农业项目后评价研究资料的整理以及综合分析,基于层次分析法和模糊综合评价法,构建了适用于机采棉建设项目综合效益后评价的指标体系,选取“十二五”期间新疆沙湾县机采棉建设项目开展实证分析。结果表明,项目区机采棉建设项目综合效益较好;项目的经济效益、社会效益处于B+等级,生态效益处于C+等级。最后,针对该项目的评估结果,提出了推进机采棉建设项目健康快速发展的建议。
With the continuous acceleration of China's agricultural modernization,mechanized harvesting has become the inevitable trend of cotton harvest.Through the collation and comprehensive analysis of the research data of China's mechanized cotton picking and post-evaluation of agricultural projects,based on the Analytic Hierarchy Process(AHP)and fuzzy comprehensive evaluation method,a post-evaluation index system suitable for comprehensive benefit of mechanical cotton picking construction project was established,and empirical analysis was carried out based on the mechanical cotton construction project of Shawan county in Xinjiang during the 12th Five-Year Plan period.The results showed that,comprehensive benefit of the project was better,the economic and social benefits of the project were in the B+grade,and the ecological benefit was in the C+grade.Finally,according to the evaluation results of the project,suggestions for promoting the healthy and rapid development of the machine-picked cotton construction project were proposed.
