摘要
党的十九大对全面从严治党和健全国家监督体系提出了更高的要求,即“构建党统一指挥、全面覆盖、权威高效的监督体系”。公立医院改革作为全面深化改革的重点,内部监督体系需要顺应改革要求,不断完善协作机制。本文从医院内部监督部门职能分工为切入点,系统梳理党内监督、审计监督、行风监督等职能部门的工作内容和工作体系,讨论了日常工作监督协作机制和问题线索处置分工协作机制的建立和发展,提出了强化公立医院内部监督部门协作机制的建议,为公立医院建立科学合理高效的廉政风险防控多部门协作监督体系,加强和改进重点领域和关键环节的监督检查工作提供借鉴。
The 19th National Congress of the Party has put forward higher requirements on the overall strict management of the Party and the improvement of the state supervision system,namely“Building a unified command,comprehensive coverage,authoritative and efficient supervision system of the Party”.The reform of public hospitals is the focus of deepening the reform in an all-round way.Hospitals′internal supervision system needs to comply with the reform requirements and constantly improve the cooperation mechanism.Starting from the division of functions among hospitals′internal supervision departments,this paper systematically sorts out the work contents and work systems of such functional departments as inner-party supervision,audit supervision and industry style supervision.It discusses the establishment and development of the cooperation mechanism of supervision for daily work and the responsibilities division for handling cases,and puts forward some suggestions on strengthening the cooperation mechanism between the internal supervision departments of public hospitals.Hopefully,it provides a reference for public hospitals to establish a scientific,reasonable and efficient multi-department supervision system for the prevention and control of incorruptible government risk,and strengthen and improve the supervision and inspection in key areas and key links.
