摘要
随着乡村振兴战略的大力推进,有必要构建一套全面、科学、可操作的评价指标体系,系统评价乡村振兴战略实施效果。为充分考虑乡村振兴的共性特征和区域发展的差异性,本研究构建了一套由5个一级指标、21个二级分项指标和43个三级分项指标为基础的动态评价指标体系,为避免主观随机因素干扰,同时为克服可能存在的变量遗漏对计量偏差的影响,该评价体系的指标权重通过"主成分分析"和"专家打分"两种方法综合赋权得到。研究进一步对中国及各省份乡村发展水平进行了测算评估,研究结论也可为其他地区开展乡村振兴评价提供参考。
With the vigorous promotion of the rural revitalization strategy, it is necessary to construct a comprehensive, scientific and operational evaluation index system to systematically evaluate the implementation effect of the rural revitalization strategy. In order to fully consider the common characteristics of rural revitalization and the differences in regional development,this study constructs a set of dynamic evaluation indicators based on 5 aspects of first-level indicators, 21 second-level sub-indices and 43 third-level sub-indicators. In order to avoid the interference of subjective random factors, and to overcome the influence of possible missing variables on the measurement bias, the index weight of the evaluation system is obtained through the combination of"principal component analysis"and"expert scoring". The study further evaluates the rural development level in China and the provinces, and the research conclusions can also provide reference for rural areas to revitalize evaluations in other regions.
