摘要
生物多样性与减少贫困是近年来国际社会的关注热点,明确二者关系有利于中国生态文明体制建设和乡村振兴。分析和总结了生物多样性保护与减少贫困的关系,加强生物多样性保护是生态可持续性限制条件下的农林牧渔和旅游业发展的关键,有助于改善贫困人口生计,是推动减贫的一个有效工具。目前由于自然灾害、保护区管理、扶贫开发方式、贫困人口固有的生活方式等层面原因,生物多样性保护与减贫发展面临新的困境。从完善生物多样性保护和减贫平衡发展机制、产业结构调整与产业扶贫、共同生物多样性伦理观等角度分别提出建议。
Biodiversity and poverty reduction are the focus of the international community in recent years.Clearing the relationship between them is conducive to the construction of ecological civilization and the revitalization of the countryside.This paper analyzes and summarizes the relationship between biodiversity protection and poverty reduction,strengthening the protection of biodiversity is the key to the development of agriculture, forestry, animal husbandry, fishery and tourism under the restricted condition of the ecological sustainability, helps to improve the poor livelihoods. It is an effective tool to promote poverty reduction. At present, due to natural disasters, reserve management, poverty alleviation and development mode, the inherent poor lifestyle reasons, biodiversity conservation and poverty alleviation development are facing a new dilemma. From the perfection of the mechanism of biodiversity conservation and poverty reduction balance development, industrial structure adjustment and industry for poverty alleviation, common biological diversity ethics we put forward suggestions for the improvement.
