摘要
生活垃圾焚烧发电厂运营期产污量大、环境风险高、污染防治设施较为复杂,施工期环境监理对此类项目的污染防治设施和环境风险防范措施的实施以及强化建设项目全过程管理、提升项目环评有效性和完善性具有积极作用。文章以某垃圾焚烧发电厂施工期环境监理为例,分析前期准备阶段、施工阶段监理要点,介绍环境监理工作内容及主要成果,提出监理过程中存在的问题及建议,为同类型项目的环境监理工作提供借鉴。
The municipal solid waste incineration power plant owns the characteristics of large amounts of waste generated,high environmental risk and complexity of pollution control facilities during the operation period.The environmental supervision during construction period plays a positive role for implementation of pollution prevention facilities and environmental risk prevention measures in such projects,it can also strengthen the whole process management of construction projects and promote the effectiveness and perfection of projects’environmental impact assessment.Taking environmental supervision during the construction period of a waste incineration power plant as an example,this paper analyzes the key points of supervision in the preliminary preparation stage and construction stage,introduces the contents and main achievements of environmental supervision works,thus puts forward the issues and suggestions for environmental supervision process.It is expected that this paper could offer some experiences for similar types of environmental supervision works.
