摘要
知识产权和技术标准是当今国际经济和科技竞争的制高点。在以知识产权保护和技术标准之名行贸易保护之实的现象愈演愈烈的背景下,“一带一路”倡议为沿线国家间开展以合作共赢为核心的知识产权与标准化国际合作提供了重要契机。本文基于合作共赢的视角审视了中国与“一带一路”沿线国家开展知识产权与标准化合作的现状、必要性和可行性,探讨了其目标、原则、路径和机制,以期为推动“一带一路”倡议框架内的知识产权与标准化国际合作进一步走深走实提供有益的参考。
Intellectual properties and technical standards are the commanding heights of modern international economy and technology competition. Against the phenomenon that trade protectionism in the name of protecting intellectual property and technical standards is on the rise, the Belt and Road initiative provides an important opportunity for related countries to carry out transnational cooperation on intellectual property and standardization in a win-win way. Based on the win-win perspective, this paper examines the status quo, necessities and feasibilities of this cooperation, and then explores its targets, principles, paths and safeguard mechanisms, so as to provide beneficial references for further cooperation within the framework of the Belt and Road initiative.
