摘要
特朗普发动的贸易摩擦使全球贸易保护主义风险上升,日欧也同样面临着特朗普政府施加贸易谈判的压力。为此,日欧不断调整区域经济合作政策,一方面与美国进行协调,力求在一些非核心利益问题上与美国保持步调一致,特别是三方共同制定对华经济战略磋商和政策上的协调,延缓或阻止美国的贸易摩擦的矛头指向自己;另一方面,日欧之间克服障碍,迅速完成久拖不绝的EPA谈判,增加未来与美国进行双边谈判时的筹码和份量。
The trade friction launched by Trump has raised the risk of global trade protectionism,and Ja- pan and Europe are also under pressure from the Trump administration's trade negotiations. To cope with this issue,Japan and Europe constantly adjust their policies on regional economic cooperation. On the one hand,they coordinate with the United States and try to keep pace with the United States on some issues which not belong to their core interests. In particular,they have strengthened consultations with the United States before formulate their economic policies towards China,avoiding trade frictions with the United States. On the other hand,Japan and Europe overcame obstacles and quickly completed the protracted EPA negotiations,by increasing the bargaining chip and weight of bilateral negotiations with the United States in the future.
