摘要
运用组织新制度主义理论解释了体育与健康课程变革的困难,为我们更好地理解和认识课程改革的制度逻辑和实施行为提供了新的启示。1)组织域中存在新旧2套课程制度逻辑,制度逻辑是组织域中的各方在管制性、规范性以及文化-认知层面经过不断的交往和妥协而形成的,它是集体行为的结果。2)制度逻辑结构化地控制着组织域中各方实施行为,其主要表现是:形式策略-组织在多重制度压力下的自然反应;路径依赖-组织在新旧体育课程制度选择上的低成本偏好;认同危机-组织域中各主体认知基础上的自我建构。3)在上述分析的基础上,提出了我国基础教育体育与健康课程改革的推进策略,即构建与课程实施相适应的的监督问责和"强化取向"的利益激励机制;尊重制度变革的路劲依赖规律,有效引导和规范课程改革实施的解冻-变革-再冻过程;处理好改革过程中赋权与增能的关系,为体育教师开发更多的操作性策略。
Using the theory of organizational neo-institutionalism, this paper explains the difficulties in the reform of physical education and health curriculum, and provides to following new enlightenments for us to better understand the system logic and implementation behavior of curriculum reform. 1) There are two sets of curriculum system logic in the organizational domain: the old and the new;the system logic is the result of continuous communication and compromise between the parties in the organizational domain at the regulatory, normative and cultural-cognitive levels;it is the result of collective behavior. 2) Institutional logic controls the implementation behavior of all parties in the organizational domain structurally. Its main manifestations a re: formal strategy - the natural response of organizations under multiple institutional pressures;path dependence - the low-cost preference of organizations in the selection of new and old sports curriculum systems;and identity crisis - self-construction based on the cognition of the subjects in the organizational domain. 3 ) On the basis of the above analysis, the paper puts forward the strategies of promoting the reform of physical education and health curriculum in basic education in China. The strategies include constructing a mechanism of supervision and accountability and benefit incentive of “ strengthening orientation” which is suitable for curriculum implementation;respecting the law of the road-force dependence of institutional change, effectively guiding and standardizing the“thawing - transformation - re-freezing” process of curriculum reform implementation;dealing with the relationship between empowerment and enhancement in the process of reform, and developing more operational policies or ways for physical education teachers.
