摘要
防护距离建立的初衷是为保护环境敏感目标,在加强生态文明建设的新形势下,合理发挥防护距离在环境质量改善方面的作用显得尤为重要。由于存在环境防护距离的标准体系尚不健全、事权不明、计算方法主观性强、无实际监测数据支撑等问题,防护距离的作用并未落在实处。本文结合竣工环保验收监测的实际案例,揭示现阶段防护距离在实施过程中存在的问题,剖析问题产生的原因,提出了解决的意见及建议。
The establishment of protective distance is to protect environmentally sensitive target.In strengthening the construction of ecological civilization,the appropriate use of the distance protection play an important role in the environmental quality improvement.Due to the standard system is not perfect,duties and responsibilities are not clear,the calculation method is subjective,and no monitoring data support,the function of protective distance has not been implemented.Combining with the actual case of environmental protection acceptance monitoring,this paper reveals the problems existing in the implementation of protection distance at the present stage,analyzes the causes of the problems,and some suggestions are put forward to solve these problems.
