摘要
社会工作参与社会救助是当前社会救助政策实践的重要创新,有利于减缓政府行政资源与管理事务之间的矛盾,通过多样的服务满足被援助对象的多元需求。作为一种新生力量,面对社会情境的复杂性、贫困治理转型、经济和资产保值、社会工作者能力不足等现实问题,社会工作参与社会救助面临诸多挑战。必须把握好新的发展机遇,结合已有社会救助机制选好介入路径;同时,考量不同参与政策的针对性并重视价值、重视自我反省与情境分析,拓展未来社会工作参与社会救助的可行性选择。
Social work participating in social assistance is an important innovation in the implementation of social assistance policies. This innovation can reduce the pressure for the government to handle multiple issues with limited administration resources. It can satisfy the diverse needs of the receivers of social assistance with different services. Social work as a new force participating in social assistance has to handle many challenges such as the complexity of social contexts, the transition of poverty-eradication management, economic and capital preservation, and the lack of sufficient capability of social workers. For its development, social work needs to find out new opportunities and approaches based on the existing system of social assistance, study the focus of relevant social policies and give emphasis on self-reflection and contextual analysis in order to expand the fields for its participation in social assistance.
