摘要
始于公共行政传统模式的变化已经开始,公共部门运行中的大量变化表明了这一范式变迁。虽然有批评家提出一些有针对性的观点,但它们却忽视了已经发生的变化以及来自电子政务的进一步变化,这种变化紧随着新公共管理潮流。变化只可能越来越多,而不会越来越少。因此,新公共管理仍然具有很大的潜力。
This paper argues that the change from the traditional model of public administration has occurred and that there is sufficient change in the operations of the public sector to justify the notion of a change of paradigm. While some of the critics have made interesting points they ignore the real changes that have occurred and with further change underway from egovernmentallied to new public managementfurther change is likely rather than less. The new public management is argued, therefore, to be still in a strong position.
