摘要
随着我国经济体制改革和社会体制改革的推进,政府、居民、社会组织等多元主体以社区为落脚点参与公共生活的合作治理日益成为一种趋势。与此同时,运用互联网技术和信息化手段开展社区治理已经成为新时代国家治理能力现代化的新趋势和新要求。本文以技术治理理论“结构-过程-关系”作为分析框架,以上海市为例进行分析,并将上海市利用现代信息化技术手段开展社区治理创新的实践分为政府主导模式、企业主导模式和社会组织主导模式,针对不同模式的结构、过程、关系进行分类剖析,以期对仍处于社区治理现代化探索阶段的地区有所借鉴与启示。本文通过对三种社区治理创新模式的对比分析,探讨技术手段运用于社区治理的影响。
Following the advancement of China’s economic system and social system reformation,the government,residents,social organizations,and other multi-subjects take the community as the foothold to participate in the cooperative management of public issues.The practice of Internet technology and informatization transform community governance to become a new trend and new requirement for the modernization of national governance capacity in the new era.This paper takes the technical governance theory as the analytical framework,taking Shanghai as an example,and divides the practice of using Shanghai’s modern information technology to support community governance innovation of the government-led model,the enterprise-led model,and the social organization guidance model.This paper analyzes the“Structure-Process-Relationship”of the models and provides reference and enlightenment for the areas of the modernization exploration stage of community governance.Through the comparative analysis of three community governance innovation models,the impact of technical means of community governance is discussed.
