摘要
基于国内相关领域的专家学者对水资源管理模式近20年的研究成果,本文从内涵、体制及制度等方面对水资源管理模式的变迁进行系统阐述。通过分析我国水资源管理中存在的问题,对水资源管理部门提出要继续加强监管,构建人水和谐的管理模式,有序推进市场化、结构化、多元化和信息化的水资源生态保护补偿机制建设,逐步完善相关政策法规等制度保障,不断提高公众的参与度和水资源管理者的决策效能的建议。
Based on the research results of domestic experts and scholars in related fields on the water resources management mode in the past 20 years,this paper systematically expounds the changes of the water resources management mode from the aspects of connotation,system and system,etc.Based on the analysis of the existing problems in China's water resources management,this paper puts forward suggestions to the water resources management departments to continue to strengthen supervision,to build a harmonious management mode between human and water,to orderly promote the construction of a market-oriented,structured,diversified and information-based compensation mechanism for water resources ecological protection,to gradually improve relevant policies and regulations and other system guarantees,and to continuously improve public participation and the decision-making efficiency of water resources managers.
