摘要
"一带一路"的持续推进需重点防范沿线自然环境阻滞、生态保护与经济发展张力等生态环境风险,以及围绕生态环境治理出现的域外大国同质政策竞争等生态环境衍生风险。对此,中国可以探索治理主体开源、治理过程持续、治理手段多元、治理客体共生、治理结果共享的绿色治理新路径,这一新路径不仅能够系统防范生态环境风险,而且能同步提升中国国家形象。针对澜沧江-湄公河次区域的生态环境问题,中国在"一带一路"提出以前,便通过与周边国家积极分享水文数据、立足自身主体地位参与对话会议、坦诚回应外界水电站建设质疑等方式开展了次区域生态环境问题的绿色治理实践。基于澜沧江-湄公河次区域丰富的环境治理实践,中国应从引领生态环境风险防范共识、打造区域强效制度、分享绿色扶贫经验、探索第三方市场绿色合作等方式,积极探索以系统性治理逻辑防范生态环境风险的绿色治理路径。
To continuously advance the Belt and Road Initiative,eco-environmental risks,like natural element blockade,tension between ecological protection and economic development along the routes,need to be mainly prevented.Meanwhile,eco-environmental derivative risks like similar policis‘competition of extraterritorial powers should also be taken seriously into account.As a result,China can explore generalized green governance innovation,in order to systematically cope with eco-environmental risks and promote national image.In addition,the above green governance means governance subjects“opening source”,governance process“sustainable”,governance means“diversified”,governance objects“coexisting”,and governance results“shared”.For the Lancang-Mekong river subregion which locates at connection area between the land and sea,China has explored green governance before 2013,referring to active sharing of hydrological data,participating the dialogue conference based on our self-subject status,responding frankly to queries about the construction of hydropower stations.Along with the Belt and Road Initiative,China has been innovating green governance to prevent eco-environmental risks by systematic governance logic,relying on leading consensus on eco-environmental risks prevention,creating regional effective institution,sharing green poverty alleviation experiences,exploring green cooperation in third-party market and so on.
