摘要
公共服务动机理论扎根中国场景应当基于一个新的分析框架,确立新的研究取向。当前公共服务动机研究存在脱离现实场景、忽视制度变革和限定对象过窄三方面局限。基于一般人力资源激励和我国制度安排,提出一个全新二维分析框架,揭示出“有奔头”“有保障”“有策略”和“有志向”四种公共服务类型及内在动机。呼吁对公共服务动机纯粹值做定量研究。面向治理体系现代化,展望中国公共服务动机理论研究的新议程。
Contextualizing public service motivation theory in China requires a new framework and new research agenda.The limitation of the existed research in this field is three-folded, escaping the real context, neglecting the institutional reform and over-constraining on public employees. The paper developed a new research framework based on the general incentive theory and personnel institutional arrangement in China. With that, the paper identified four new categories of public service motivation, including public service with prospect, public service with security, public service with strategy and public service with mission. With calling for the quantative study on measuring the pure value of public service motivation, the paper finally offered a new agenda for future study on public service motivation in China.
