摘要
10kV及以下配电网直接影响着用户用电整体水平,为了实现中低压配电网项目的投资效益显著提升,必须切实解决配网建设问题。本文就配电网基础台账为依据,构建了配电网基础台账评价指标体系,利用评分归一化方式和权重优化方法,详细分析了中压线路与低压台区现状。并在此基础上构建了问题清单,制定问题清单与指标体系相关联的方式,以此确保在项目投入运行之前全面评价项目改善效果,实现项目的排序与正确决策。通过分析得出结论,此问题清单关联投资决策方法的有效性、适用性、科学性良好。
10kV and below distribution network directly affects the overall level of consumer power consumption.In order to realize the significant increase of investment benefit of medium and low voltage distribution network projects,the problem of distribution network construction must be solved effectively.Based on the basic ledger of the distribution network,this paper constructs the evaluation index system of the basic ledger of the distribution network,and analyzes the present situation of the medium voltage line and the low voltage station area in detail by using the way of grading normalization and the method of weight optimization.On this basis,the list of issues is constructed,and the way of linking the list of issues with the index system is made,so as to ensure the comprehensive evaluation of the improvement effect of the project before the project is put into operation,and realize the sequencing and correct decision-making of the project.Through the analysis,it is concluded that the investment decision-making method based on the list of issues is effective,applicable and scientific.
